When “Madness” takes to the stage at this year’s Stadtpark Open Air, both the iconic British band and their fans are taking a gamble on Hamburg’s notoriously unpredictable weather. For the many pop music fans in Germany’s second-largest city, it’s also a race to buy tickets: There are just under 4,000 seats, and by mid-June, most of them had already been sold.

Fans of the Bundesliga basketball team Veolia Towers Hamburg are accustomed to the frustration of tickets selling out quickly for home games. For particularly popular games, the club moves from its home venue, the Inselpark Arena (with about 3,500 seats), to the larger Barclays Arena (13,000 seats).

The need for a modern, medium-sized, multifunctional arena seating 8,000 – 10,000 will soon be better met, however, as Hamburg is creating an opportunity for private developers and operators to benefit from the further development of the city’s first-class cultural and sports scene.

In the centrally located Neuer Huckepackbahnhof district, the municipal Billebogen Entwicklungsgesellschaft mbH & Co. KG (BBEG) has put a suitable plot of land up for development. Dr. Andreas Kleinau, Chairman of Billebogen Entwicklungsgesellschaft mbH & Co. KG, envisions the Neuer Huckepackbahnhof district as a 24-hour area. “During the week, modern urban work environments will define the area during the day. In the evenings and on weekends, sports, leisure, and culture will come to life.”

A market survey for the arena conducted by BBEG in 2025 confirmed this concept: the location was rated very positively and there is clear market interest in its implementation. “We look forward to receiving applications and will be happy to guide all interested parties through the next steps in the process”, says Mr. Kleinau.

Neuer Huckepackbahnhof district covers an area of 11 hectares along Billhorner Brückenstraße, one of Hamburg’s major thoroughfares. It directly connects to the city centre, as well as dynamic urban development areas such as HafenCity. The location is well served by public transport and, and there are plans to build a central neighbourhood car park.

In addition to its excellent accessibility and visibility, the district will offer high-quality public spaces. A new green corridor will run through the area from Binnenalster, Hamburg’s central lake, crossing the river Bille and finally leading to the majestic river Elbe. The ‘Alster-Bille-Elbe Green Corridor’ will create recreational and leisure areas that can also be used for sporting activities and events in the immediate vicinity of the arena.

The tender stipulates that the future operator must make the sports and event arena available to a Hamburg-based professional sports club for league and cup matches on approximately 25 days a year. This will, for example, provide a professional team such as the Veolia Towers Hamburg with a much-needed, larger home venue. Additional uses for sports, cultural or commercial purposes are possible within the surrounding development and on adjacent building plots, subject to the concept.
