Saudi Arabia starts with Prince Faisal bin Fahad Sports City project in Riyadh

The Ministry of Sport (MoS), Saudi Arabia, in collaboration with the National Center for Privatization & PPP (NCP) and the Riyadh Region Municipality recently announced the launch of the Expression of Interest (EOI) and the Request for Qualification (RFQ) Phase for the Prince Faisal bin Fahad Sports (PFBF) Sports City Stadium in Riyadh, Saudi Arabia.

‘Saudi Gulf Projects’ stated that this Public-Private Partnership (PPP) project will be delivered under a Design, Build, Finance, Operate, Maintain (DBFOM) model with a (20-30) year contract term.

The National Center for Privatization & PPP (NCP) is the driving force behind Saudi Arabia’s Private Sector Participation (PSP) ecosystem. Established in 2017 by a Council of Ministers resolution the NCP reports directly to the Council of Economic and Development Affairs (CEDA). The Center plays a vital role in developing world-class public infrastructure and services contributing to the Kingdom’s sustainable development goals in line with Vision 2030.

The Riyadh Region Municipality or Municipality of Riyadh is the administrative and governing body for the City of Riyadh (Saudi Arabia) and its surrounding areas overseeing the Municipal districts and the Mayoral responsibilities within the capital City.

The Prince Faisal bin Fahd Sports City Stadium is a multipurpose stadium in Riyadh, Saudi Arabia. It is set to be a venue for the 2034 FIFA World Cup™ and has a proposed capacity of 46,865 people following refurbishments where it will host fixtures in the Group Stage and Round of 32. It will also host matches for the 2027 AFC Asian Cup, specifically the Group Stage and Round of 16. According to Saudi Arabia’s bid for the World Cup the current stadium will be demolished and a new one will be built nearby the old location under the same name.

An Expression of Interest (EOI) is a non-binding preliminary document where a potential buyer, investor, or applicant formally states their interest in a property, project, tender, or immigration program.

A Request for Qualification (RFQ) is a document used in procurement to solicit information from the potential suppliers or vendors to assess their experience, technical capabilities and financial capacity to deliver a specific product or service.

The 2034 FIFA World Cup will be the 25th FIFA World Cup™, a quadrennial international football tournament contested by the Men’s national teams of the member associations of FIFA. In December 2024, Saudi Arabia was formally confirmed as the host nation by FIFA following an uncontested bidding process. It will be the third tournament hosted in Asia after Korea and Japan in 2002 and Qatar in 2022. Saudi Arabia will be the second host nation from the Arabian Peninsula in the space of 12 years. It will also be the first time the tournament is hosted by a single nation since 2022.

‘Saudi Gulf Projects’ further stated that the Prince Faisal bin Fahad Sports (PFBF) Sports City Stadium project presents an opportunity to develop a stadium North of the King Abdullah Park in Al-Malaz adjacent to the current facility.

This new stadium will feature a seating capacity of approximately 47,000 spectators. Once completed, it is expected to host major domestic and international football events including the 2034 FIFA World Cup™. The project also includes developing the plan for the Prince Faisal bin Fahad Sports (PFBF) Sports City including the existing stadium.

The project reflects the successful cooperation between the public sector represented by the MoS, the NCP and the Riyadh Region Municipality. It also strengthens the distinguished partnership between the Government entities and the private sector by developing the PFBF Sports City and preparing it to host major sporting and diverse cultural events while ensuring commercial sustainability and increasing revenues. This aligns with joint efforts to drive economic growth and achieve national aspirations.
