The city of Lublin (Poland) recently announced a tender for the reconstruction of the speedway stadium on Zygmuntowskie Avenue.
‘lublin.eu’ stated that the project will be implemented using a “design-and-build” formula and the selected contractor will be responsible for both developing the design documentation and carrying out the construction works. The tender covers the comprehensive reconstruction and expansion of the facility which will gain a modern, multifunctional character.
Commented Krzysztof Żuk, Mayor of Lublin, “The stadium on Zygmuntowskie Avenue is a place steeped in history and boasts a unique atmosphere. So, its modernization is a natural step toward further development. The planned renovation will not only preserve its character but also significantly improve the comfort quotient of the competitors and the fans opening a new chapter in its operation. We expect the contractor to go through a proper documentation exercise and complete the project on time. We are committed to a smooth process and the selection of an experienced partner who will execute the project to its highest standards. We currently have tender documentation adapted to the latest requirements for the speedway stadium design introduced at the beginning of this year. These changes have necessitated a postponement of the completion dates to ensure the project complies with the applicable standards and regulations.”
Contractor Selection Criteria
‘lublin.eu’ further stated that the bid evaluation criteria for selecting a contractor include price, proposed warranty period and the experience of the Lead Designer allowing for the selection of the most advantageous offer not only in terms of cost but also quality and safety of the project implementation. The bidders are required to participate in a site visit – this is a mandatory condition for the bid to be valid so that the contracting authority is in a position to reject bids from the companies that do not participate.
Investment Schedule
The deadline for submitting bids in the entire tender floating exercise is May 6th. After the tender is awarded and the contract signed the contractor will have nine months in hand to complete the design work, coordinate the documentation with, among others, the PGE Ekstraliga and the Polish Automobile and Motorcycle Federation and obtain the necessary permits. Construction work will begin immediately after the design work is completed and the permits are obtained with completion of the speedway stadium scheduled for 2028.
The Speedway Ekstraliga, officially known as the PGE Ekstraliga for sponsorship reasons, is the top division of motorcycle speedway in Poland.
The Polish Automobile and Motorcycle Federation (PZM) is an automobile club and the governing body of motorsports in Poland. It is based in Warsaw.
A Modern, Multifunctional Facility
The stadium’s reconstruction and expansion will transform it into a modern, multipurpose sports and recreational facility. The contractor will be tasked with designing a stadium that can accommodate 16,600 spectators (currently 8,000) with a new track (shortened from 382 to 350 meters), a safety zone enlarged to four meters, a roof, and futuristic facilities.
The new facility’s specifications will enable the organization of motorsport competitions as well as other activities such as challenging and timed climbing. The stadium will also serve as a venue for the sporting and cultural events – from concerts and fairs to various shows. In place of the current pitch a hardened surface will be constructed inside the track the type of which will be specified in the design documentation.
Scope of Planned Work
The scope of the investment includes the construction of new stands and a visitors’ section, the construction of a main grandstand building with facilities for the players, the referees and the media as well as the creation of a VIP Box and restrooms. The project also includes the construction of a paddock, new entrance areas from the Zygmuntowskie Avenue, small catering outlets, modernized lighting and sound systems, and new plantings and landscaping.
The facility will be equipped with renewable energy sources (RES) and the planned underground parking lot will also serve as a temporary shelter. The construction of a footbridge over the Bystrzyca River will be awarded in a separate tender process.
The procurement is being handled by the Municipal Sports and Recreation Center in Lublin.
