Accenture to work on San Antonio’s sports destination project Image: Populous

The San Antonio City Council (San Antonio, Texas, US) approved $6.3 million in contracts to advance Project Marvel, the planned downtown sports and entertainment district anchored by a new $1.3 billion arena for the National Basketball Association (NBA) team – the San Antonio Spurs.

‘msn.com’ stated that the above move funds a management contract with the technology consulting company Accenture and a study on traffic, security and revenue potential.
 

Dissenting Vote

The Mayor of San Antonio Gina Ortiz Jones cast the lone dissenting vote citing transparency concerns over delaying a broader project briefing.

The San Antonio Spurs are an American professional basketball team based in San Antonio. The Spurs compete in the National Basketball Association as a member of the Southwest Division of the Western Conference.

The 19,217-seat Frost Bank Center is a multipurpose indoor arena on the East side of San Antonio, Texas, United States. It is the home of the National Basketball Association (NBA) team San Antonio Spurs.

Project Marvel Key Contracts

Project Marvel is the city of San Antonio’s ambitious plan to create a new downtown sports and entertainment district centered around a modern arena for the National Basketball Association (NBA) team San Antonio Spurs.

The San Antonio City Council voted 10-1 to award $6 million to the Accenture Infrastructure and Capital Projects LLC to manage the multicomponent Project Marvel and $350,000 to MuniCap Inc. for a study on traffic, security and revenue potential.

Columbia (US)-based MuniCap Inc. specializes in public-private partnerships, finding creative solutions to fund the infrastructure improvements necessary for the large-scale real estate development.

Accenture was chosen for its high evaluation score and experience with large-scale developments including projects in Hawaii, Georgia and the Obama Presidential Center in Chicago. The contracts mark a significant step in advancing the downtown sports and entertainment hub anchored by a $1.3 billion Spurs arena which will also feature restaurants, hotels, housing, and other event venues.
 

Transparency Dispute

‘msn.com’ further stated that Mayor Jones cast the lone vote against both the contracts objecting to the Council’s decision to delay a full Project Marvel briefing until June. She argued that withholding the update before the vote risked undermining public trust and informed decision-making noting it was a transparency issue. The disagreement followed a motion by Councilwoman Phyllis Viagran to postpone the update so that the residents could address the other agenda items and highlighted the ongoing tensions between the Mayor and several Council Members after prior conflicts.

Maintained Mayor Jones, “The process by which we inform the public is very important. There may be questions about why we would not talk about the overall project when we’re talking on contracts related to the projects. It’s a transparency issue.”
 

Layered Financing

Project Marvel’s funding plan involves the Spurs Sports & Entertainment contributing $500 million toward arena construction, the Bexar County (County in Texas) providing $311 million from venue taxes and the city committing up to $489 million through bonds repaid by the lease payments, the hotel revenues and the tax increment funds. The Spurs will cover cost overruns and are also funding $30 million for the city to acquire the nearby federal properties for mixed-use development tied to the arena. This layered financing approach reflects broader trends in public-private partnerships for the large-scale urban redevelopment thus balancing public investment with private capital commitments.
 

Key Milestones

The key milestones include completing the $31 million Hemisfair (a district with three public parks, a diverse offering of restaurants, world-class amenities, and much more!) property purchase this summer, finalizing the Alamodome (a 64,000-seat domed indoor multipurpose stadium in San Antonio, Texas) recommendations in August and presenting a convention center feasibility study in September. Negotiations with the Spurs Sports & Entertainment and the Bexar County aim to conclude by the end of 2026 aligning with the planned acquisition of the former Institute of Texan Cultures site for $60 million. These timelines suggest a phased implementation strategy with property control, feasibility studies and project scope decisions informing subsequent construction and financing stages.
