Government boosts Italy stadium projects

The Italian government is set to launch a Sports Decree which will introduce official procedures for the construction of new stadiums.

IL Sole 24 Ore said the measure has been called for by the Minister for Sports and Youth Andrea Abodi to eliminate roadblocks in the way of the redevelopment of stadia across the country.

In the last 15 years alone, while more than 200 stadiums were built in Europe, five were inaugurated in Italy.

Now, thanks to the legislative change that will allow the appointment of a commissioner to stadium projects and the designation of mayors as sub-commissioners, the aim is to reactivate stalled development plans and kickstart new ones.

The new commissioner procedure will unblock investments already planned for €5 billion and possibly up to €10 billion.

Abodi said, “We don’t want to jump in with both feet in matters that are territorial, but we want to provide simplified tools and procedures.

“We have started improvements by setting up the commissioner structure to use best practices to speed up the process.”

She said UEFA has insisted on the opening up of the various Italian stadium construction sites for April-May 2027.

She added, “With the portfolio of financial opportunities that we will make available, we will be able to open two more construction sites between the end of this year and next, in addition to the one in Florence that is already operational.

“Bologna and Cagliari are two other projects ready, like Empoli and Parma.”

The most important interventions from an economic point of view are those of Inter and Milan in the San Siro area (whose sale is scheduled for the summer) which could be worth up to €1.5 billion and that of Roma which has planned an investment of €1.2 billion in Pietralata.

In Rome, Lazio has also just presented to the Municipality a redevelopment plan for the Stadio Flaminio worth €450 million.

In Florence, work has already started on a part of the Artemio Franchi which will cost the public coffers around €150 million.

In Parma, the Krause Group will directly finance over 60% of the budget planned for the renovation (around €150 million).

And the Sardinia Region has confirmed the commitment of €50 million for the new Cagliari Stadium, whose final construction could cost between €150-200 million.
