Tender launched for new arena West Bengal Image: West Bengal Housing Infrastructure Development Corporation

Following the Chief Minister Mamata Banerjee’s announcement this May the West Bengal (India) Housing Infrastructure Development Corporation (WBHIDCO) has unveiled the detailed plan and initiated the process to engage a reputable firm for an international information, technology, entertainment, and cultural park in New Town on a public-private-partnership (PPP) model.

‘THE TIMES OF INDIA’ stated that the idea, officials said, is to make it a one-stop destination for social and cultural performances and activities.

The West Bengal Housing Infrastructure Development Corporation (abbreviated as HIDCO) is a Government of West Bengal owned public sector undertaking headquartered in Narkelbagan, Action Area- I of New Town, Kolkata, West Bengal, India. It plans and executes infrastructure and housing development projects in West Bengal which includes buildings, parks, museum, subways, overbridges, drains, sewerage line, water supply lines, beautification works, and others.

New Town in West Bengal (State in India) is a satellite City located on the Northeastern periphery of Kolkata (Eastern India) in the Kolkata Metropolitan Area.

‘THE TIMES OF INDIA’ further stated that as of now, the Center is likely to be called the ‘Biswa Angan’ in Bengali and is likely to be formally named the ‘International Information Technology and Entertainment Park’. The plot was identified and cleared by the State Cabinet earlier. As per the detailed plan, the Centre, to be developed on 25 acres in Action Area II adjoining the Eco Park, will include an open-air amphitheater or concert arena with a 70,000 to 75,000 sitting and standing capacity, an indoor concert arena with a 20,000-25,000 sitting and standing capacity and an open stepped stadium gallery with a sitting and standing capacity of 15,000-20,000 people.

It will have the shape of a velodrome to develop an immersive dome and a multifunctional gallery. There will be art galleries, craft display spaces, a cultural museum, and an interpretation center along with ethnic cuisine pavilions, exhibition and souvenir shops and green landscaping. There will also be food courts, artistes’ green rooms and rehearsal rooms with all modern facilities.

The objective of developing the park, as conceived by the State Government, is to develop a multifunctional, open and built infrastructure for cultural performances, concerts and public art exhibitions.

It aims to promote regional and national art forms, music, dance, and theater to create a tourist-friendly destination that will boost the local economy, support livelihoods in the cultural and creative sectors and enhance public engagement with culture, especially among the youth.

Said a Government official, “Bengal has a rich tradition of art, music, dance, and cultural expressions with many theater halls, convention centers and auditoriums. However, the facilities always lack dedicated and inclusive spaces where cultural performances, public events and concerts can be hosted in an organized, accessible and vibrant environment. The aim behind developing the center is to fill the gap. The center will serve as a vibrant public space where expressions will co-exist.”
