SS Lazio unveiled plans to redevelop Stadio Flaminio targeting 2032 opening Image: Lazio Roma

Italian Serie A club SS Lazio have unveiled plans to renovate the long-abandoned Stadio Flaminio, transforming it into a 50,000-capacity stadium by 2032.

Besoccer said that the planned redevelopment would position the stadium as a potential venue for Euro 2032, to be co-hosted by Italy and Turkey.

The project, presented by club president Claudio Lotito, aims to breathe new life into a stadium originally built for the 1960 Rome Olympics, where Lazio previously played before moving to the Stadio Olimpico.

SS Lazio is an Italian professional sports club based in Rome, Italy, which plays in Serie A and has spent most of its history in the top tier of Italian football.

They currently play at the Stadio Olimpico, a multipurpose sports venue located in Rome, Italy. Seating over 70,000 spectators, it is the largest sports facility in Rome and the second-largest in Italy after the 75,817-capacity San Siro in Milan, Italy.

The 30,000-capacity Stadio Flaminio is a sports center near to Piazza del Popolo and also features a 25-meter swimming pool with four lanes, a boxing and weight gym, a fencing gym, and a space dedicated to artistic gymnastics.

The stadium has remained unused for over a decade and is now in a poor state, something that Lotito has had to contend with. Lazio need to iron out a number of issues, from the lack of a roof to parking facilities to the state of the stands.

Plans for the newly renovated Stadio Flaminio would see work completed by 2032 which should lead to a stadium with 50,750 seats (47,235 reserved for the home team).

Of these, 13,790 would be in the new Curva Nord, 9,995 in the Tribuna Sud, 13,320 in the Tribuna Est and 9,895 to the Tribuna Ovest.

The expansion work would comply to UEFA standards and advance the candidacy (already included in the plan) to “host the final phase of the Euro 2032 European Football Championship“.

Key elements of the proposal include reducing local traffic, enhancing public transport, integrating solar panels for self-sufficient energy, and creating 57,000 m2 of green spaces.

Another important aspect concerns mobility. The project includes a long series of interventions.

The plan presented by Lazio includes a modal split scenario for local spectators: of these, 35% will arrive by subway, 15% by bus, 5% by tram/train, 25% by car, 11% by motorbike, 3% by bike, 0.5% by taxi, 4% by bus and the remaining 1-2% on foot.

Lotito said, “We are presenting more than just a stadium; we are presenting a vision. The Stadio Flaminio renovation concerns not only Lazio but the entire city of Rome. It is a historic site and part of a larger urban system.

“We have seriously addressed mobility concerns. The project includes car parks outside the neighbourhood, improved public transport, pedestrian and cycling infrastructure, and the creation of an environmental island. The aim is to minimise private traffic and enhance urban life, with a 57,000 m2 green belt.”

Lazio formally submitted the proposal to the Rome City Council on 9 February. Local reports indicate the club offered €480 million for the renovation, in exchange for a 99-year concession.

Like city rivals Roma, Lazio seek a privately owned stadium to fully control operations and revenue, diverging from AC Milan and Inter Milan’s joint acquisition of San Siro in 2025.
