A.S. Roma venue to serve as Rome fulcrum

On October 3rd, 2022, the company A.S. Roma S.p.A. presented in Italy capital Rome a feasibility study as regards the construction of a new football stadium in Pietralata for the Serie A team A.S. Roma pursuant to Article 1 Law 147/2013 co. 304 and 305 and Article 62 of the Legislative Decree 50/2017 converted with amendments by Law 96/2017.

‘City Council of Rome’ stated that in November 2022, the preliminary Services Conference was called for assessing the feasibility study – which concluded in January 2023 – following which the Giunta di Roma Capitale (Board of Rome Capital) adopted on February 7th, 2023 a resolution approving the feasibility study for building a new home venue for A.S. Roma.

The A.S. Roma S.p.A. is a professional soccer club which belongs to the Italian Serie A division. The company was founded in 1927 and is controlled by the Neep Roma Holding S.p.A. The A.S. Roma S.p.A. activities include sports operations, media and entertainment.

The A.S. Roma – commonly referred to as Roma – is a professional football club based in Rome, Italy. Founded by a merger in 1927, Roma has participated in the top tier of Italian football for all of its existence, except for the 1951-1952 seasons. Roma has won Serie A three times, in 1941-1942, 1982-1983 and 2000-2001, as well as nine Coppa Italia titles and two Supercoppa Italiana titles.

The 70,634-capacity Stadio Olimpico is the largest sports facility in Rome, Italy, seating over 70,000 spectators. It is located within the Foro Italico sports complex, North of the City. The structure is owned by the Italian National Olympic Committee and it is used primarily for association football and serves as the residence of A.S. Roma.

‘City Council of Rome’ further stated that the above resolution on the new planned digs of A.S. Roma will be discussed in the Capitoline Assembly once the relevant authorities approve it as well as the Rome IV Municipality gives its nod for declaration of public interest.

The A.S. Roma project encompasses the construction of a new stadium to host A.S. Roma home matches as well as other sporting events and concerts with the objective to make the stadium a kind of meeting point for the whole City of Rome.
 

Stadium Project Features:

  • A 55,000-capacity stadium which can be expandable to 62,000 with 7,000 seats which can be used on request for specific events or, in case of reduced capacity, for private/corporate events or as commercial space for sponsors;
  • Five thousand five hundred (5,500) seats will be dedicated to the VIP fans, divided between the grandstands and the private spaces with different configurations and service levels, i.e., skyboxes, terraces and field boxes;
  • Parking area for 10,000 mopeds and bicycles and huge parking area to be spread all over the facility (underground, multistory car parks); and
  • Spaces inside the stadium and accessible to the public divided between approximately 9,000 m2 of hospitality and meetings, incentives, conferences and exhibitions (MICE) areas and circa 17,100 m2 of retail spaces, in turn organized into hospitality, wellness and entertainment areas.

 
The planned stadium will come up over 16 hectares of land in Pietralata, owned by Roma Capitale, and the A.S. Roma has requested surface rights for up to 90 years, after which the infrastructure will be transferred to the Government agency Roma Capitale.
 

The planned venue will be divided into three main levels:

  • Stadium infrastructure, including Hospitality and MICE, Accommodation, Wellness and Entertainment areas, and parking areas;
  • External Spaces, divided into the Central Park, including the Playground and Entertainment Areas available to the community, and the Stadium Park, characterized by green areas; and
  • Streamlining ingress and egress.

 
The planned stadium price tag will stand at circa 528 million euros, of which approximately 100 million be earmarked for building parking spaces and 20 million for urbanization.
