A man of ebullient nature, Jaime Luque Ramírez is on cloud nine as the Brownfield Sport and Cultural Infrastructure Project in Bogotá (Colombia) – which faced a lot of stumbling blocks – is presently underway and is scheduled to be completed in about 48 months’ time.

He is the top honcho of Sencia, the company that has been awarded the concession contract to develop and operate the new ‘El Campín Cultural and Sports Complex’ in Bogotá, Colombia, essentially making them the primary entity responsible for the redevelopment project of the El Campín Stadium.

Stated Ramírez, “Work on the total transformation of the El Campín Stadium in Bogotá, Colombia, has started and it took us seven years to get to this point.”

Jaime Luque Ramírez, who is the Chief Executive Officer (CEO) of Sencia, Colombia, is an engineer by profession with his field of expertise being structuring and developing the social infrastructure projects. He boasts vast experience of working in Colombia, Argentina and the United States and has developed infrastructure, entertainment and business internationalization projects both in the public as well as in the private sectors.

Jaime Luque Ramírez, CEO, Sencia, Colombia, in an exclusive talk with ‘Coliseum’ wax eloquent on how naysayers had written off the ‘El Campín Cultural and Sports Complex’ project in Bogotá, Colombia, but Ramírez and his team’s steely resolve saw the development get weaving.

Brownfield Sport and Cultural Infrastructure Project

The Brownfield Sport and Cultural Infrastructure Project in Bogotá (Colombia) will be dedicated exclusively to cultural and sports events and entertainment. The site where the project work has got underway is a very central place in Bogotá district with a total area of 167.327 m2. It is also a well-connected place in terms of transportation and the project nucleus is the El Campín Stadium which will be able to hold 50,000 spectators once the transfiguration work is over.

El Campín Stadium

The El Campín Stadium is the main stadium of Bogotá, Colombia. It was inaugurated on August 10th, 1938 and has a capacity to hold 39,512 spectators. It is the home ground of the Categoría Primera A (the top of the Colombian football league system) teams Millonarios F.C. and Independiente Santa Fe.

He began by terming the above development as “a project that will change the history of Bogotá”. The project will boast sports, gastronomic, culture.

Remarked Ramírez, “The project is not just about the stadium but we are developing a City Court and the entertainment center of Bogotá.”

He stated that they needed to develop a public-private partnership project (PPP) and it was anything but a cakewalk as “it needs a lot of permits from the Ministry of Planning, the Ministry of Finance, the Ministry of Sports like pretty much everyone because they are giving you the land. We do not pay for the land, we pay for everything else. This is a 100 percent privately financed project. The land is not ours and the owner of the project is still the City. So, 30 years from now we are going to give the whole infrastructure back to the City and also hope to break even.”

Ramírez informed that the above project has been conceived and redesigned to host major sporting events as well as to stage world-class musical and entertainment events.

The redeveloped El Campín Stadium will be a 50,000-seat venue and will come armed with tech bells and whistles, plush features including a retractable roof, Boxes and VIP experience areas, restaurants, expanded stands, spaces for people with reduced mobility, locker rooms dedicated to the local teams, and additional dressing rooms for the visitors.

He added, “There will be a rooftop restaurant that will allow panoramic view of the mountains on the East side of the City.”

Wrap-up

Luque Ramírez wrapped up by stating that they have put their best foot forward on the above development and averred, “The El Campín Stadium will be a brand-new venue and will not just be a renovation work. It will be a multipurpose venue with a closed roof because Bogotá receives a lot of rainfall and the hail can cause much damage to the natural grass. A commercial center housing an e-sports arena, a 2,300- seat auditorium and a 200-room hotel is also being planned as part of the development. It is going to be the best entertainment center City Court in Colombia. The auditorium will become the new home of the Bogota Philharmonic Orchestra.”

And, of course, Bogotá (capital of Colombia) will be the epicenter of the most innovative project in Latin America which will attract both domestic and foreign tourists.

Luque Ramírez is a person with a razor-sharp focus and though he and his team at Sencia faced a lot of challenges in the form of detractors telling that the project is well-nigh impossible and “it will be very difficult to land the PPP contract but we were firm that we will go ahead with the project and here we are!”
