Unified Government sues Kansas over Chiefs stadium deal Image: MANICA Architecture

The State of Kansas and the Unified Government of Wyandotte County/Kansas City, Kansas, have resolved a legal dispute over local control of the Kansas City Chiefs’ proposed new stadium.

The deal, announced by Kansas Governor Laura Kelly and Kansas City, Kansas, Mayor Christal Watson, clears the way for the project to move forward, while clarifying the responsibilities of state and local authorities.

It follows a lawsuit filed by the Unified Government challenging legislation that established the Kansas Sports Facilities Authority (KSFA).

The Kansas City Chiefs plan to leave Arrowhead Stadium in Missouri and relocate to a $3 billion new enclosed stadium in Kansas City, Kansas, scheduled to open ahead of the 2031 NFL season.

The project includes a translucent fixed roof designed to amplify the crowd noise, a layout inspired by the Arrowhead Stadium, massive tailgating spaces, and surrounding mixed-use entertainment districts.

Kansas Sports Facilities Authority Act

The Unified Government had argued that House Bill 2466, known as the Kansas Sports Facilities Authority Act, unconstitutionally removed important local government powers relating to taxation, zoning, planning and utility services.

The legislation established an 11-member state authority responsible for overseeing the construction, financing and management of the Chiefs’ new stadium, training facilities and associated development.

The board includes a representative selected by the Chiefs and a seat for the Unified Government.

The lawsuit, filed on 9 October, was not intended to prevent the stadium’s construction but to ensure that local elected officials retained a meaningful role in decisions affecting Wyandotte County.

Under the agreement, the Unified Government and the Wyandotte County Board of Public Utilities will retain jurisdiction over ancillary development surrounding the stadium, including local planning and zoning.

The agreement also confirms that the stadium and its parking facilities will be state-owned properties, managed by the KSFA and exempt from local zoning and building codes. The Chiefs will lease the stadium for $7 million annually.

The agreement also confirms that the Unified Government’s local financial commitment will remain limited to the stadium, parking and associated development areas, with no additional revenue being requested outside those boundaries.

Following the agreement, the Unified Government agreed to dismiss its lawsuit against the state without prejudice.

Watson said: “The collaboration in recent days has literally been a game changer. All of the parties remain fully supportive of the Chiefs, the stadium project and the significant economic opportunity it will create for the citizens of Wyandotte County and Kansas.”

The proposed stadium forms part of a wider $4 billion development in Kansas, including a $3 billion domed stadium and approximately $1 billion of associated mixed-use development, including the team’s new headquarters and training facilities.

Located adjacent to Kansas Speedway in Wyandotte County, the new venue will replace the Chiefs’ long-time home at Arrowhead Stadium in neighbouring Missouri.
