The Government of Paraná intends to pay for the expropriation of the site on which the now dormant Estadio Pinheirão stands in Curitiba, Brazil.

‘g1’ stated that the Government plans to raise the money from the sale of shares in the Brazilian electric utility company Companhia Paranaense de Energia (COPEL).

The courts will still define the amount to be paid. The Government’s plan is to tear down the above facility and build a convention center on the site and considers the project strategic.

The now closed 45,000-capacity Estadio Pinheirão is a football stadium which was inaugurated on June 15th, 1985 in Curitiba, Paraná, Brazil. The stadium served as the home ground of the Paraná Clube, a Brazilian football club that plays in the Campeonato Paranaense Série Prata, the second tier of the Paraná State football league. The club’s present residence is the 20,000-capacity Estádio Vila Capanema in Curitiba.

Curitiba (Brazil)-based the Companhia Paranaense de Energia (COPEL) is a Brazilian electric utility company, the largest company of the State of Paraná (Brazil), founded on October 26th, 1954 with ownership control in the hands of the State of Paraná.

‘g1’ further stated that the above expropriation payment information was issued recently in the form of a decree by the Governor of Paraná Ratinho Júnior.

The expropriated area covers 124,000 square meters. The Estadio Pinheirão used to host the matches of the Brazilian national football team but has not hosted any games since 2007.

In the year 2012, businessman João Destro from Cascavel (Brazil) bought the land which went under the hammer for more than R$57 million. Destro said he has not yet been contacted by the State Government and that presently the above area valuation stands at R$600 million.

With the expropriation, the State Government becomes the owner of the property. The price to be paid to the owner will still be defined by the courts. However, the owner can appeal to the courts if the amount paid is not to his satisfaction.

The convention center plans includes hotels and restaurants and the price tag is projected to exceed R$1 billion.

Guto Silva, Paraná State Secretary of Planning, made it clear that the funds from the sale of COPEL shares will only be used to pay for the expropriation of the above site land and not for the construction of the events complex.

Governor Ratinho Júnior informed that in lieu of the above stadium an events arena, a Convention Center capable of accommodating 25,000 people, a commercial complex comprising a hotel, eateries and a gym will come up – “It will be a place where large events, shows, meetings, and exhibitions can be held and the idea is to make the complex a tourists’ attraction spot so that it generates handsome revenues and helps in creating more jobs.”

The State Government informed that the above project will be built in the public-private partnership (PPP) mode.

Concluded Silva, “The Convention Center will put Paraná on the major global events map. Holding of symposiums, congresses, cultural, and sporting events keeps the cash registers jingling but Paraná so far does not boast a proper structure to hold events of this nature.”
