Tender launched for new Hamburg arena

An invitation to tender has kicked off for development of a new 8,000-seat sports, events and commercial arena in Hamburg, Germany.

Billebogen Entwicklungsgesellschaft (BBEG), a subsidiary of HafenCity Hamburg, has invited companies and investors to tender for development of the arena on an 11-hectare site in the Neuer Huckepackbahnhof district of the city.

Hamburg News said should Hamburg’s Olympic bid prove successful the arena will host the volleyball competitions for the Games.

The arena would later become the venue for sports such as basketball and handball on at least 25 days per year.

BBEG is targeting development companies and investors interested in purely private financing. The bidding process will result in a handover.

In 2026, an exclusive agreement will be concluded between BBEG and the developer, forming the basis for planning and construction feasibility. Provided all the requirements are met, the client can enter into a lease agreement with BBEG.

Construction is expected to start in the late 2020s and the arena will start operating in the early 2030s.

Andreas Kleinau, CEO of HafenCity, told the daily Hamburger Abendblatt, “We are cautiously optimistic that we will get the arena off the ground. Serious initial talks have been held with a handful of interested parties.”

Billebogen is a commercial development area in Hamburg-Rothenburgsort. Close to the city centre, it also offers companies new premises in Billebecken, Neuer Huckepackbahnhof and Stadteingang Elbbrücken districts mainly for R&D, innovation, sport and culture.

Up to 500 new flats will be built and up to 10,500 new jobs created on the 75-hectare site.

Billebogen is near the underground and suburban railway stations in HafenCity, which is the biggest urban development project in Europe.

A vibrant district is emerging in the former port with flats, offices, shops, restaurants as well as cultural and leisure facilities.

HafenCity has expanded the city centre by around 40%. Around 120 projects were completed there by late 2024. Around 10,000 people live in around 4,900 flats there. The figures are expected to rise to 16,000 residents in 8,000 flats in future.

The Westfield Hamburg-Überseequartier can also be found in the new district. The ensemble of 14 buildings houses 130 shops, 40 restaurants and cafés as well as 10 cinemas. In addition to three Accor hotels, the mixed-use project also includes 579 flats. The Cruise Centre HafenCity, which has berths for two ships with up to 1,800 passengers, is in the southern part of the Überseequartier.
