Las Vegas Stadium Authority approves funds for Raiders' Allegiant Stadium renovation project Image: Las Vegas Raiders

The Las Vegas Stadium Authority unanimously approved on September 2nd the use of up to $75M from the Waterfall Residual Fund toward the National Football League (NFL) team Las Vegas Raiders’ proposed renovation project at their residence – the Allegiant Stadium in Paradise, Nevada (US) – advancing plans to overhaul the venue’s North Entry area.

The Allegiant Stadium has been termed as a ‘critical community asset’.

The preliminary design is already underway. Construction is expected to begin in the third quarter of 2027 with completion by the end of calendar year 2028 before the Super Bowl in 2029.
 

Economic Activity

In over six years of operation the Allegiant Stadium has hosted 151 major ticketed events, welcomed more than seven million attendees and totaled $10.6 billion in economic activity.
 

North Entry

In that time frame the North Entry has emerged as one of the stadium’s busiest operational areas. A significant portion of visitors arriving at the stadium travel via the Hacienda Bridge from the Las Vegas Strip (a 4.2-mile [6.8 km] section of the Las Vegas Boulevard in Nevada famous for its resort hotels and casinos) which can create bottlenecks during the large-scale events.
 

Busiest Access Points

‘raiders.com’ stated that the project, estimated to cost approximately $158 million, is aimed at improving one of Allegiant Stadium’s busiest access points and will address the congestion challenges as the stadium continues to attract the premier sporting events, the entertainment productions and the other major gatherings to Southern Nevada.

The Las Vegas Stadium Authority is a public body created by the Nevada State Legislature to own, oversee and manage the major publicly-financed sports and entertainment facilities in Clark County, Nevada (US) including the Allegiant Stadium and the future stadium projects.

The Waterfall Residual Fund for Allegiant Stadium is a special public account holding surplus hotel room tax revenue.

The Las Vegas Raiders are a professional American football team based in the Las Vegas Metropolitan area (US). The Raiders compete in the National Football League (NFL) as a Member of the American Football Conference (AFC) West Division.

The 65,000-seat Allegiant Stadium is a multipurpose indoor stadium in Paradise, Nevada, United States, Southwest of adjacent Las Vegas. Opened in 2020, it is the home field of the National Football League (NFL) team Las Vegas Raiders.
 

‘World-class Destination’

No New Tax

‘raiders.com’ further stated that the funding approved by the Las Vegas Stadium Authority does not involve a new tax or an additional allocation of general public dollars. Instead, the money will come from the Waterfall Residual Fund, a component of the stadium financing structure established under the Senate Bill 1 that allows the funds to be used for the early stadium debt retirement, the capital improvements to the stadium, or the infrastructure required on or around the stadium. The Raiders will fund the remaining project costs outside of the Waterfall Residual Fund.

From the beginning the Raiders have been focused on delivering an exceptional experience for everyone who visits the Allegiant Stadium and that begins before the fans walk through the gates. These improvements will enhance access to and from the stadium, improve the traffic flow and the rideshare operations and ultimately create a better overall experience for our fans and the community.”
 

Community Destination

The Allegiant Stadium has established itself as a premier sports and entertainment destination hosting the Super Bowl LVIII (the 58th championship game of the NFL), the WrestleMania (the flagship annual professional wrestling event), international soccer, championship boxing, and the major concerts. Beyond hosting the world-class sports and entertainment events the Allegiant Stadium serves as a community destination having been designated as an Election Day voting site in 2024 and hosting the events such as the U.S. naturalization ceremonies (the final, formal event where the eligible permanent residents officially become the United States citizens) and Nevada’s High School Football State Championships.
 

‘Critical Community Asset’

Said Steve Hill, Chief Executive Officer (CEO), Las Vegas Convention and Visitors Authority, “The Allegiant Stadium is a critical community asset and it is driving tourism right now at this critical time for our industry. We all know that tourism drives the economy, not only of Las Vegas, but of all Nevada. Many cities are copying our model and building new stadiums and bringing new competition. Keeping the Allegiant Stadium the #1 stadium in the United States is a priority for all of us.”
 

Plaza

The proposed redesign, led by the architecture firm Grimshaw (a global design practice engaged in architecture, master planning and industrial design), includes pedestrian and event decks, a plaza and transportation enhancements.
 

Seamless Connection

A raised pedestrian deck extending from the West Hacienda Avenue overpass to the stadium’s Northern gate creating a more direct connection between the Allegiant Stadium and the Strip. The elevated walkway is intended to create a more seamless connection between the resort corridor and the Allegiant Stadium while improving pedestrian movement before and after the events.
 

Transportation Upgrades

Beneath the pedestrian deck will be the transportation upgrades including a dedicated pick-up and drop-off area aimed at improving vehicle circulation and providing easier access for the visitors arriving at or departing from the stadium. The plans also anticipate a future station connecting to The Boring Company’s tunnel network which will provide another transportation option for the event attendees.
 

Community Programming

Another key feature is a large canopy spanning the entry plaza. In addition to providing shade for the guests waiting to enter the stadium the structure is expected to function as a venue for smaller concerts, activations and the other community programming.
