Two years ago the Governor of New York (US) Kathy Hochul promised to fast-track the redesign of the Penn Station (which she once called a “hellhole”). Yet, despite that promise, little progress has been made – until now.

‘TimeOut’ stated that a new proposal is making the rounds mainly because of its bold and ambitious plan: Relocating the Madison Square Garden in New York, US, across the street from its current perch atop the Penn Station and replacing it with a larger, more modern transit hub.

The Pennsylvania Station (Penn Station) is the main InterCity railroad station in New York City (US) and the busiest transportation facility in the Western Hemisphere serving more than 600,000 passengers per weekday as of 2019.

The 19,500-capacity Madison Square Garden, colloquially known as the Garden or by its initials MSG, is a multipurpose indoor arena in New York City (US). It is located in Midtown Manhattan between Seventh and Eighth Avenues from 31st to 33rd streets above the Pennsylvania Station.

‘TimeOut’ further stated that Alexandros Washburn, the Project Lead for the Grand Penn Community Alliance – the interest group behind the proposal – discussed the plan noting that the new train hall “could double the station’s capacity to 48 trains per hour, provide a suite of new safety and accessibility features and address the riders’ biggest complaints about the cramped station”.

The Grand Penn Community Alliance (GPCA) is a non-profit organization advocating for a major renovation of the Penn Station in New York City (US) proposing a redevelopment plan that includes relocating the Madison Square Garden and creating a park-like space on the site inspired by the original station’s classical architecture.

Beyond its transportation upgrades the redeveloped destination would also feature a green space the size of Bryant Park (a 9.6-acre, privately-managed public park in the New York City borough of Manhattan).

As for the redesigned arena it would occupy the site of the former Hotel Pennsylvania which was demolished in 2023.

Exciting as the proposal sounds – especially given Penn Station’s long history of dysfunction – it faces plenty of obstacles. For starters, the estimated cost of the entire project is close to $8 billion. The timeline? A daunting 11 years to complete.

The real estate issues, including the land ownership disputes, further complicate the matters as do the various companies involved in the Madison Square Garden’s operations. For example, the Gothamist (a New York City-centric blog) reports that the group pushing the new design purposefully included the Greco-Roman columns to align with the President of the United States Donald Trump’s demand for classical architecture to be the standard for the Federal buildings.

And then there’s Amtrak, the Federally operated rail company that actually owns the Penn Station – its approval along with that of the States of New York and New Jersey (which each control trains running through the station) would be essential.

Washington, D.C. (US)-based the National Railroad Passenger Corporation, doing business as Amtrak, is the national passenger railroad company of the United States. It operates InterCity rail service in 46 of the 48 contiguous US States and three Canadian provinces. Amtrak is a portmanteau of the words America and track.

Governor Hochul’s office has repeatedly emphasized her commitment to redeveloping the transit hub but it is suspected that any real decision is still a long way off. Will we see a new and improved Penn Station in our lifetimes? That’s anyone’s guess.
