New development with 10,000-seat stadium in Singapore breaks ground Image: Populous

Ground has been broken on the Toa Payoh Integrated Development, a major community sports and entertainment precinct in Singapore.

Seen as an extension of Toa Payoh Town Centre, the project will comprise a regional sport centre, a regional town park, a library and a polyclinic.

The Straits Times said residents of Toa Payoh can expect to use the facilities, including a 10,000 seater football stadium, when the project is completed by 2030.

The new stadium aims to be an inclusive facility that is well integrated into the overall development and will be capable of hosting international events with its FIFA compliant pitch and extensive player and official’s facilities.

Located in the central region of Singapore, the 12-hectare site is an existing heritage and sports park that has been reimagined and designed as an integrated development by Populous in collaboration with MKPL Architects.

To be built on the site of the former Toa Payoh Sport Centre, which closed on Oct 31, 2023, after 50 years, the TPID will also feature a 2,000-seater aquatic centre with four indoor swimming pools, along with three outdoor leisure pools.

There will also be a 5,000-seater indoor hall with 22 badminton courts, another indoor hall for team sports, a gym and sheltered futsal, tennis and netball courts, as well as a jogging trail.

Minister for Culture, Community and Youth Edwin Tong said at the ground-breaking ceremony, “As part of our larger Sports Facilities Master Plan, we have been developing as well as refreshing our sporting facilities all over Singapore.

“TPID today is the latest of our efforts to bring top-quality sporting infrastructure that builds community right here in the heartland.”

He thanked the various agencies such as Sport Singapore, National Library Board, National Parks Board and National Healthcare Group Polyclinics, which have “worked tirelessly” on the development.

TPID will become a lifestyle destination with ample community spaces, giving residents health, wellness and learning experiences, while preserving the heritage and greenery in a connective landscape.
 
The Toa Payoh Integrated Development is a collaborative design effort with the multi-disciplinary team led by MKPL Architects with consultants including:

  • Populous as sports architect and wayfinding designer
  • ARUP as civil and structural engineer, acoustic, security, façade, noise, and AV and multimedia consultant
  • WSP as mechanical and electrical engineer
  • STX Landscape Architects as landscape architect
  • AECOM as quantity surveyor
  • Ramboll (Web Earth) as environmental sustainability consultant
  • PH Consulting as Design for Safety consultant
  • Nipek as lighting consultant
  • Dr Yeo Kang Shua as heritage consultant
  • Knight Frank as market research consultant
  • Australian Centre for Value Management (ACVM) as value management consultant
  • Ramboll (Vertix) as traffic consultant

 
Just as the Toa Payoh Sport Centre had hosted meets such as the SEA Games, TPID will also be designed to stage sporting and community events.

The national training centres for aquatics, netball and table tennis will also be located there.

Tong added: “We intend for this to be a secondary hub for sporting facilities. We will have a 10,000-seater stadium right here at TPID and this will complement the existing facilities in Jalan Besar and also in Kallang.”

It will offer another hosting option to the 6,000-capacity Jalan Besar Stadium, when the National Stadium, which seats 55,000, is not available.

TPID is among the latest projects under the Sports Facilities Master Plan, a key initiative of the national sports blueprint Vision 2030.

Another development, which is scheduled for completion by 2026, is the Punggol Regional Sports Centre. Its facilities include a 5,000-seater football stadium, a swimming complex, an indoor sports hall and an archery field.
