Authorities in the Polish city of Wrocław are considering building a major sports and entertainment arena on land next to Tarczyński Arena stadium.

Mad White said the proposed complex would include a large arena capable of hosting more than 24,000 concertgoers or 16,000 sports spectators, alongside a smaller multi-purpose hall.

The development is estimated to cost €211 million. The city has completed feasibility and financial viability studies for the project.

No decision has yet been taken on whether or when construction will proceed. Funding, operating costs and environmental protection remain among the key issues to be resolved.

The Tarczyński Arena Wrocław (officially Stadion Wrocław) is a modern, UEFA Category Four multi-purpose football stadium located in Wrocław, Poland. It is the home venue of football club Śląsk Wrocław (Ekstraklasa) as well as the American football team Panthers Wrocław.

Land next to Tarczyński Arena

The site adjacent to the stadium has remained undeveloped since plans to build a shopping centre there were abandoned.

While the neighbouring stadium subsequently opened, the excavated plot remained undeveloped, eventually becoming flooded and overgrown.

The latest concept envisages a complex with a total area of approximately 105,500 square metres.

The main arena would accommodate more than 24,000 people for concerts and up to 16,000 spectators for sporting events, including basketball, volleyball and handball.

A smaller, approximately 4,000-square-metre hall would provide space for training, local sporting competitions, conferences and performances. It could accommodate up to 2,000 spectators at local sporting events, with different capacities for other uses.

The development is intended to expand Wrocław’s ability to host major sporting and entertainment events, while providing a more flexible venue for community activities and smaller events.

Environmental concerns

Environmental protection is a significant consideration, as the flooded excavation site and surrounding area have become habitats for wildlife.

A 12-month survey by researchers from the University of Wrocław identified several rare and protected species of amphibians and birds. These include the lowland fire-bellied toad, the crested newt and the common newt.

According to findings presented by Tarczyński Arena chairman Marcin Przychodny, construction could be possible if ecological compensation measures were implemented, including the creation or restoration of habitats elsewhere.

The Regional Directorate for Environmental Protection (RDOŚ) will determine the scope of the required measures. Any development would also need to address how existing habitats could be preserved and the environmental impact of construction limited.

The findings mean that the site cannot be treated as an area without ecological value, despite its history as an abandoned excavation.

Transport considerations

The proposed site benefits from its proximity to Wrocław Stadion railway station, public transport connections and the city’s motorway bypass.

However, the possibility of simultaneous events at the new arena and the existing stadium would create a significant transport challenge. Combined attendance could exceed 60,000 people, requiring effective crowd management and sufficient public transport capacity.

The feasibility analysis identifies the location’s transport links as an advantage, but event-day planning would need to address passenger flows, access to stops, traffic congestion and the impact on surrounding residential streets.

For residents, the design concept includes a 0.7-hectare green roof above the smaller hall, accessible to residents, as well as playgrounds, sports pitches and a skatepark.

The city plans to discuss the proposals with councillors and residents before deciding on the next steps, with funding, transport, operating costs and environmental protection among the key issues to be resolved.
